Recently, public agencies and critical infrastructures suffer two major consequences after encountering cyberattacks: the leakage of valuable PII and system failure. Cyberattacks against public agencies do not only reduce efficiency, increase additional maintenance costs, but also compromise the public trust in government agencies.
With the prevalence of cybercriminal activities, Taiwan has probably suffered the highest number of attacks in the world. Critical government agencies are major targets of state-related cyber forces, including the central first-level/second-level agencies responsible for handling sensitive digital data in national security, diplomacy, intelligence, border security, finance and taxation, economics, finance, medical care agencies and important public infrastructure.
Among these organizations, the Ministry of Economic Affairs is a highly valuable target, with the ministry and its affiliated institutions' sensitive information regarding investment promotion, energy development, and innovation research projects. The Ministry's scope of business spans multiple domains. In addition to promoting industrial development and facilitating international trade cooperation, the Ministry also oversees several state-owned infrastructures which include Taiwan Power Company, CPC Corporation, and Taiwan Water Corporation.
